Put a few large ice cubes on it until it hardens. You may be able to lift it afterwards. If that does not do it try a rubbing it with a very little oil to soften and break it up. After wash the concrete with a very little dishwashing liquid.
Some say use peanut butter, but i find using ice to freeze it and then using a wallpaper stripper is the best. Do NOT heat it as it will just make it go sticky again and make your life harder. Since its concrete and not something like carpet or clothes, when it comes to using the wallpaper stripper, it should be easier. Good luck!
